How to Set Different Amount of Minimum Transaction That Eligible Free Shipping?

I’m using AGP Shipping & APG Free Shipping on my woocommerce site. I need to make 2 set of minimum amount transaction for two groups of state. Is that possible with this plugin?
For example:
For S1, the minimum transaction to be eligible free shipping is $100.
For S2 is $200Thank you
