How to separate order review and payment divs?

Hi, I’m trying to separate the order review list and payment options sections, so that the payment options section can be floated right (next to the order review list in the centre), so users can see all the ‘call to action’ and buy now boxes above the fold. These sections appear in the same divs. Is there a way to separate these divs or achieve this design?
No URL, on localhost.
