Themes generated with the Artisteer theme software will not meet the requirements for the WordPress Theme Review.
Artisteer create their own or wrap the WordPress functions, so they do not get accepted, however you could use Artisteer to generate the graphics and then use these to create your own theme.
A good place to start is with the default twenty eleven theme, adding your own admin setups, layouts, graphics and styles, changing the twenty eleven namespace as you go.
I started with Artisteer a while back, but to get my theme accepted I started with the twenty ten theme, and all the steps in the links above.
If I am right you can now get a twenty eleven child theme into the WordPress theme collection as well.
Download a few recent themes and look at how they are laid out and constructed, it is a good starting point and after a few months you will not even need to touch Artisteer.
