what version was it that authors and below could start seeing edit-comments.php, and thus every commenters’ email and IP addresses?

i know it did not do this before 2.0 because i tested it.

    how can i restrict it?

i’ve tried role manager, and it groups edit-comments.php with 3 other things that i do want to grant authors access to.

if role manager cannot be customized to do this, where in the code is the hook to give access to edit-comments.php?

i’ve been searching for a solution to this problem for several weeks now, had to demote all my users to subscriber until i can fix it, and participation and visits are dropping as a result, i’m getting very frustrated with the lack of answers and support, i know it’s free but the great support here was the reason i first chose wordpress two years ago and the last year support has sunk to no replies, which reflects on the entire community and product.

Please! I’ve done searches and see lots of people are asking this same question without getting answers. Has this become a dirty secret of wordpress?
