How to resolve: "There was an error checking your rate limit"

I’ve installed and used Twitter Widget Pro on several sites but I’m having a problem on the latest one. When I try to authenticate the twitter account, I’m getting the error message “There was an error checking your rate limit.” and cannot proceed further. I’m using the latest version of WordPress and Twitter Widget Pro. Here’s what I’ve tried so far:
– I reauthorized the twitter account but got the same error
– I removed the account and used “authorize a new account” again but got the same error
– I completely deactivated and uninstalled the plugin, reinstalled it, got new consumer key/secret but still got the same error.
There’s nothing wrong with the twitter account that I can find and I’ve done nothing different on this wordpress site than I have on others where the widget worked fine.
Does anyone have any suggestions for how I can fix or debug this problem?
