How to resize a scaled image can

That image is already re-sized, that’s what the “&resize=247%2C260&ssl=1” part is.

Thank you James! I’m hitting myself like a worm in the dry. I have almost no knowledge of codes. I think I’m screwed. But anyway, I would like to know what files these codes are in to edit if you need to. Why do you ask to be displayed at scale? Is there anything I can do?
And also to know where I edit this below, and if necessary, where to edit it?
