How to Reset Course Progress or Quiz

You can not reset course progress or quiz attempt.

so what to do if quiz reattempt limit reached, like i set quiz reattempt limit 4 and the student failed 4 times, then how he move to the next lesson without completing the quiz

You will need to increase the limit manually to let the student have another go at the quiz. Or you will have to disable the strict mode so that the student can progress.

any course progress reset option available?

At the moment there is no option to reset the progress. What you can do is you can delete the student enrollment. So when they want to enroll again it might set the progress back to 0. You can try this for now.
