These are called “Smart App Banners” (https://developer.apple.com/documentation/webkit/promoting_apps_with_smart_app_banners).

I don’t see a hook to deactivate it, but this is where it is defined: https://github.com/woocommerce/woocommerce/blob/01925e61e3e1b84840fb46f8a6098e8893818152/plugins/woocommerce/src/Internal/Admin/Loader.php#L205
