Apparently you modified role definitions in a problematic way. These are stored to the database and not automatically reverted by deactivating or deleting the plugin.

If you re-activate the plugin, you can reset the role definitions to WordPress defaults. Click on on Tools > Capability Manager > Reset to WordPress defaults.
