How to realise "WordPress ideas" functionality

Hi guys,

I”m wondering how the WordPress Idea thing works. Exists a plugin to serve this feature?

I’d like to realise something similiar where user can add proposals for their video ideas which should then be made public as long as they are not realised. A voting feature is not necessarily needed.
