How to protect 404 pages ddos (brute force) ?

with ninja firewall , i can protect my xmlrpc.php. But i cannot protect 404 pages.
When i hold f5 on a 404 page, my server will down (run out of cpu and ram). Now i want to protect 404 page same xmlrpc.php (in “Login Protection” in wp-admin) .
Please help me. Thanks
