How to properly handover a plugin?

Hello. I maintain a plugin in the WordPress plugin repo. I am currently finding it difficult to devote much time to it. If I find someone else willing to take over duties, what is the proper way to handover the plugin to that person so there are no disruptions, and the process is fully transparent to both WordPress and the plugin users?
