How to position section block above the joint of two sections

Could you please confirm if you are talking about the section over another section as mentioned in this screenshot?

If yes, then, for that, we have adjusted that section by using Advanced Column and adjusted the margin-top as -130.

Please do let me know if your requirement is something different. Please share a couple of screenshots that points out your requirement.
