How to paste meta tag onto my website?

I am in trouble with putting the meta tag onto my website homepage.
Where I have to go to edit my site? Please, can somebody help me?

Reason, why I am asking for help, is – I use Norton for security and Norton blocked my site as; an attack. Web attack: Mass Injection Website.
