How to parse the query url

I’m attempting to do some optional stuff depending on query arguments. I’m appending popup=0 to some search queries; I thought that I could then do <?php if (isset($popup) && $popup == 0) ?>lalal<?php?>, but this does not seem to work. What am I doing wrong here?
