How to open new tab?

I have added the code to blogger:
https://codejbnribnlrgjb.blogspot.co.uk/2015/02/code-is-below-cheers.htmlI have added in the target:”_blank” but no having any luck. It is a rollover image and when I click does everything it is meant to but goes to website in the same tab, need it to open new one.
