How to Move WP Toolbar From Bottom of Code to Top of Code

I am developing a theme and the layout is being fudged up by the admin toolbar at the top of the page. It is covering the top of my banner. I realize this toolbar has a fixed position which is what I want to change. I want to move the code for this toolbar from the bottom of the page code to the top just above my banner. This way the toolbar will push everything else down instead of covering up the banner. How can I do this?
