How to move the cart icon on mobile?

It will set it to “TOP” on all devices. Something else on your site might be affecting the basket.
If you want to adjust the position manually , use this CSS

.xoo-wsc-basket {
    top: 5px;
}

I put the css code but it doesnt work neither on desktop

You already have a basket styling snippet in your style.css line 1836

.xoo-wsc-modal .xoo-wsc-basket {
    right: auto !important;
    left: 84%;
    top: 62px;
}

62px will look different on mobile device.

If you want to adjust only for mobile devices use this CSS

@media only screen and (max-width: 600px) {
  .xoo-wsc-modal .xoo-wsc-basket {
    top: 10px;
}
}
