how to monitor/scan authenticated user uploaded files

Is there an agentless or cloud service, (or maybe a great plugin) that can do ONLY this:

1) monitor a directory on the server
2) scan any uploaded file that is saved to the server in this folder
3) if a virus or malicious is detected, just delete the file and send a notification.

and works on Google Cloud Platform?

it appears Trend Micro Deep Security service can do this and handle the requirements, but it doesn’t work on google.
