How to modify instructions on submission form?

How can I modify the text on the “submit an event” page form, under the location selector — “Create a location or start typing to search a previously created location.” I need to update this to be more clear. We want users to be able to submit a new location, but need them to SEARCH for a location first to see if it exists before submitting.
