How to make Shipping Phone Required

My client wishes to make the Shipping Phone number required during the coronavirus crisis. He is a florist and needs to be able to call the person he is delivering flowers to.
I see an option to make Billing Phone required, but not shipping. Is there code I can put in php to also make shipping phone required?

Of of the box, WooCommerce doesn’t have a “Shipping Phone” field. The only fields available can be seen in this screenshot:
