How to make custom splash (intro) page from scratch?

  • I made something but it wont work, have no idea how to make this.
    Want my splash page to look like this:
    SPLASH PAGE

    I have 3 picture parts, 2 logos and that horizontal line between them.
    And background color.
    Logos are clickable images, links.

    Can anyone help me to make this?
