How to make CARRIER_ID default to 3 instead of 1?

In the plugin settings we have selected all shipping methods in WooCommerce to export default to unpaid letter (CARRIER_ID = 3). That’s the most used for us. This works fine. However, for all imported orders from Bol.com this doesn’t work. These are always exported as PostNL Package (CARRIER_ID 1).
How can I make the CARRIER_ID default to 3 instead of 1 when there is no shipping method in an order? Could someone give me a code snippet?
Of course we still would like to be able to change to PostNL Package manually. Thank you very much for the help.
