How to Make a Custom Menu

I’m using WordPress for the first time to make a site for a health organization. They previously had a wireframe done up so that I could know what they were kind of expecting.

I’m currently trying to re-create it to the best of my ability. The Twenty Seventeen theme seemed to be the best one to go with as it’s fairly bland and allows me to edit it to my specifications (I have lots of experience in CSS, HTML, and JavaScirpt).
My first challenge is to recreate the top navigation. Links in the middle, logo on the left, and a French/English + search buttons on the right.
Twenty Seventeen has the ‘custom menu’s’ tag, so I assumed it would be easy, but I cannot find the place to edit the HTML or generally how it looks. Any assistance would be appreciated.

** There’s also the issue of the random spacing at the top when I got rid of the Twenty Seventeen site title and tagline. Any help on getting rid of that would also be appreciated.
