How to lower placement of nav/menu bar

So I am a complete beginner with wordpress. I know the bare essentials. This site was actually built by a designer/marketing professional. One of the requirements of this site is to have a disclaimer banner at the top of the page. Due to the nature of the ShopIsle theme, we opted for a plugin notification bar and does what we need it to do but it covers the menu bar at the top. It is required that this notification bar be at the top of the page and I can not for the life of me figure out how to add padding or lower the top menu bar so that the notification bar does not block it. If anyone has any ideas please let me know!
