How to lock at specific area so zooming out isn't possible

I can pre-define a longtitude/altitude so guests will end up automatically on that area, but the problem is that when they for example click on one of my countries and the box shows up; it will zoom out to the rest of the world map. I only have countries in MENA/Middle East region and don’t want people to zoom out from this area.
Is there any way to “lock” it so guests won’t be able to zoom out?
