One way is to add named anchor tags a round what you want the link to jump to on the page

<a name="some_unique_name">Blabbity blab</a>

then the navigation hyperlink becomes

<a href="https://mysite.tld/#some_unique_name">go to Blabbity blab</a>

The name attribute is used to create a bookmark inside an HTML document.
