How To Keep Old WP Site Live While Rebuilding from Scratch

I have a WordPress site that I want to rebuild completely from scratch. I don’t like the current site at all, so once the new site is finished, the current site will be deleted. However, I need to keep the current site live while I work on the new site. I’ve been reading on the forums, but I’m still not 100% sure I understand what to do.
From what I understand, I should download and install a second version of WordPress in a subdirectory (ex. mydomain.com/test). Is that correct? Does that mean I will have to create a new database in cPanel as well?
If that’s right, then when I am done redesigning the new site and ready to publish it, I should either go into General Settings and change the site address to the subdirectory OR delete the current installation in the root directory and move the new files from the subdirectory to the root. Am I on the right track?
(If it helps to know, I currently have WordPress installed in the root. Also, this is a personal portfolio website wherein the homepage will be a page and the blog will be located at mydomain.com/blog. Thanks in advance for your help.)
