First of all I want to make sure that I understand your question:
You want to click on an image on your website and then the website should be scrolled down to a certain paragraph?

It is possible to do this with code only, but I guess I would recommend using a plugin.

There is a thing called an image map in HTML where you can assign a link to an area of the image. This is not built-in to WordPress, so you would need a plugin. See if any of these handle it (or they might have a better way):

Thanks. Since I am not the admin for the site, using a plug-in may not be so simple, but I will have a look at them. Otherwise, I’ll have a look at the image map option.

Edit: I checked W3Schools and is supported across all browsers, so this may be the easiest way to achieve my objective.
