How to have 'comments' box below post & remove 'leave a reply' above

Hi

I’d like to have the ‘comments’ option appear below my blog posts on the blog page. At the moment there is no ‘comment’ option appearing below it, just a ‘leave a reply’ link to click at the top of the post.

How can I change this?
