How to handle failed order

Hello, I have just encountered my first “Failed Order”. The reason the order failed is because the zip code failed validation. In my woo commmerce order page for this user there are 3 order notes:

1. “Order status changed from Pending payment to Failed.”
2. “A payment of $28.99 failed to complete with the following message: Error: The zip code you supplied failed validation.”
3. “A payment of $28.99 failed to complete with the following message: Error: Your card was declined.”

My customer is telling me that they were charged for the order. My woocommerce transactions do not show me ever receiving this payment, and the order notes say card declined.

Did my customer pay? Is the money being held by woocommerce until I fix the address issue? Should I ask my customer to order again using the suggested address? Any thoughts on how i can resolve this would be greatly appreciated.
