    Hello,
    WP Version: 5.2.2
    Lamp Stack Version: 7.3.8
    PHP Version: 7.3.8
    MYSQL Server Collation: utf8mb4_unicode_ci

    Wp-config settings:
    DB_CHARSET: utf8mb4
    DB_COLLATE: utf8mb4_unicode_520_ci

    Blog Title: ?zmir’de Satran?

    Problem: Blog title is displayed correctly to end user. But page source displays following in html source:

    ?zmir'de Satran?

    As you see apostrophe is rendered as & #039; (added a space after & to escape it from this editor)

    This is a huge problem in sharing content in Twitter, Facebook etc.
    Any ideas for solution?
