How to give admin ability to review a user

  • Im working on a project where I want the admin to be able to review a user.
    For example:
    USER_1 is viewed by the admin
    admin wants to place a good point and bad point of user
    admin inputs good point -> writes very well
    admin inputs bad point -> takes a long time to reply to comments
    admin saves data
    user can view profile and see review of admin

    USER_1
    Good Points: writes very well
    Bad poins: takes a long time to reply to comments

    Username: username
    First name: firstname
    Last name: lastname

    Is there a plugin that can do this or do I have to code it myself?
