Okay for this, Please add the following CSS code in custom CSS field (Appearance -> Customize -> Header settings -> Custom CSS).

.navbar-wrapper {
    position: absolute;
}
.navbar-inverse {
    background-color: rgba(0, 0, 0, 0.4);
}

And you can set the value of menu transparency according to by you. For more help refer to this shot https://prntscr.com/m2yat0.
