1. If your theme has custom CSS section, paste in on there.
2. If you are doing this over child theme. paste on child theme’s style.css file
3. If none of the above then install Custom CSS plugin and then paste the CSS code.

WordPress has not created any spaces, This is due to the empty sections(l-submain) in between the color block that you have added so removing it will solve your issue.

The screenshot i took is just I inspect code through firebug(developer tool) on frontend but i am not sure about your code, you have to look into theme files or may be this code is from Page Builder if you are using any in backend.
