how to get menu system from Twenty Ten theme into other themes?

    how can i get the menu system of the Twenty Ten theme into other themes?
    i have a very high developed theme and i want to jump with submenu items to anchors, which i can easily realize with the Twenty Ten menu system but i have no idea how to do that from scratch…
