How to get header to match footer

I’m still new to wordpress/web development. I’m launching another wordpress website and found a theme that I can use except the two blue pars at the top around the top image are too wide. I’d like to bring them in to match the rest of the page. I’d like to see them work like the blue bar in the footer at the bottom of the page. Where do I go to edit this? Is this constrained in the style sheet? Just looking for some direction…I’m not sure where to get started trying to fix this.
