    But your site is able to communicate with your MySQL database?

    It looks like the url stored there misses the first letter.

    The OP is aware of that. The issue is:
    My hosting provider doesn’t allow access to the MySQL interface.

    I have a new host but I still need to get some data out of the old database (generalhosting) before I cut the cord. Any suggestions?

    If they don’t allow access to DB – you’ll have to ask them to change the home and site_url values as described in the tutorials you probably saw.
