How to enable to edit bar for Shop Manager role?

    How to enable to open and edit bar for Shop Manager role (in Woocommerce)?
    Now only the Administrator can edit it.
    As the whole menu group – Settings in not visible for Shop Manager. so the link Notification Bar – a submenu item in Settings is not visible either.
