How to enable a user access?

I am the admin to my site, a user has been blocked as too many password attempts have been made. How do i re-enable that users access to the site? I have looked on the help pages and it only seems to give instructions for an admin to re-enable access to the site, via the unhelpful “If you are an admin on the site use the function provided on the “You are temporarily locked out” page to regain access to your site”. Where is this “You are temporarily locked out” page and could it not be linked in the help section as I can’t find it?

Also instructions for admin to enable access for another user, so that they can access the site now rather than in 24hrs as is currently set.
