How to edit fields and labels in checkout page

Thanks for the screenshot. Yes, you are right it is coming from the Core plugin and can not be modify via template override method.

There are Filters and Hooks available but it requires PHP knowledge.

Can you please tell me what exactly you want to change? so I can understand and help you my best.

1-Pesronal Info
2-Last Name
3-placeholder lastname
4-We will use this to personalize your account experience for lastname.
