How to download a file to your server and get an anchor link

Is it possible to make a function in functions editor that will download a file to a folder and give it an anchor link? Or how to do it at all?

You can import a file to the Media Library (uploads folder) via the Other Post Options -> Download & Import Attachments field. As for linking to it in your post, you can write some custom code and use the pmxi_attachment_uploaded hook: https://github.com/soflyy/wp-all-import-action-reference/blob/master/all-import/pmxi_attachment_uploaded.php.
