how to do such post layout

that is a feature of the GP Premium plugin:

It allows you to resize and align the images to achieve that effect.

Is there only above title and below title to pplace image?

Is there left-image placement too?

Location – Set the location of featured images. The options are below title and above title (single only).

You can move the featured images above or below, and then use the alignment option to move them to the left or right.
