How to create secure customer portal?

Hello Everyone,
I’m looking to set up a registration page, that would then allow someone access to secure pages on my website. I’d like to have the ability to choose who I grant access. Do I do this with plugins and if so, what should I look at?
Here’s what I’d like to do. Thanks in advance for any help. Much appreciated. -Patrice
-Customer clicks on website “Registration” link.
-They are taken to a landing page where they enter their contact information (Name, email, company, username)
-Customer completes form.
-They click through to a “Terms of Agreement” popup
-They agree to the “Terms of Agreement” by clicking a box
-User notification: A page or pop up window appears, AND an auto responder is automatically triggered to send an instant email message notifying registrant that they will receive account approval within 24 hours.
-Admin Notification: Email is automatically sent to website administrator notifying them of new registrant, and contains all form field information.
-Website administrator approves customer registration, then generates random/unique password for registrant thereby granting customer access to password protected area of website.Customers now can access this section any time using the password given to them, they can retrieve a forgotton password, or generate a new one of their choosing.
*Administrator has ability to manage/monitor passwords and customer access to this section. There should be some type of admin panel for password access section where administrator can click a button to automatically generate a password and email notification to customer of approval (and email contains generated password).
