    I’m not sure I understod you correctly, but if I did, then you ought to go to Menu in the Appearance tab in your WP Dashboard and create the menus and submenus accordingly. By moving every item to the right you subordinate it to the previous item (i.e. creating a submenu element). You ca have as many levels as you want, I think.
