How to display WordPress content outside of my blog

So I’ve spent a lot of time searching around the internet and the forums looking for an answer.

I want to have a section in the footer of my html site that streams my latest 3 blog titles and when they were posted. I would prefer to not make my entire page into a php document just for that purpose, and these files aren’t in the wordpress section of my site.

Can anyone help me or at least direct me to some help?
