You might also take a look at Conditional Shipping and Payments (https://woocommerce.com/products/conditional-shipping-and-payments/). It lets you exclude payment gateways and shipping methods based on conditions that you set.

You can actually set the restrictions to apply to individual customers or user roles if you’d like to. That would keep any users you select from being able to use the cash on delivery method.
