    When the Transparent Header is not enabled on the Customizer, like seen in your first screenshot, that means the Transparent Header is already disabled. If you still have it enabled on a Page/Post, then it is enabled from Astra Meta Settings of that Page/Post.

    I can see you have successfully disabled the Transparent Header on the Homepage of your site above.
