despite I clicked the “disable ad” function, the ads continuously spam my entire blog pages. I deactivated the plugin but the ads were still around.

How do I disable ads completely and return back to original state where there was no ad in my blog?

Please be assured that the plugin inserts only the codes you configure and only at positions you configure.
And if you have disabled insertion then it will be disabled.

Please use debugging function Label blocks to see blocks (or code) inserted by the plugin:
    https://adinserter.pro/documentation/debugging

But if you disable the plugin then it is disabled – it can not insert anything.

If you still see ads then they are not inserted by Ad Inserter and you should look elsewhere:

    – Cached pages: make sure you have cleared WordPress caches and browser caches. Try also with another browser.
It seems you are using WP-Super-Cache plugin:
    <!-- Cached page generated by WP-Super-Cache on 2019-01-06 15:21:11 -->
    Try to disable it.

    – Check other plugins that may insert ad codes
    – Check theme settings for ad codes
    – Check theme files – ad codes might be hardcoded in theme files

We can check you page if you describe what ads you would like to remove.
If you need help with plugins settings you need to enable remote debugging (of course, the plugin must also be enabled):

Oh my. disabling WP-Super-Cache plugin works!

I was using ad inserter fine. But it got to a point that it inserts ads all over my page that went out of control.

Any info for me to learn how to limit those ads to where I want to place them will be helpful. Thanks.

You didn’t explain what ads you were using.

If you have installed code for AdSense Auto ads then the placement of ads is done by the ad code, not Ad Inserter:
    https://adinserter.pro/documentation/adsense-ads#auto-ads

If you would like to place ads at wanted positions then you should use normal AdSense code and specify locations where the code should be inserted:
