How to create categories for blogroll

For the longest time we’ve tried to get our blogroll looking decent. We want to break up all the links we have into different categories. For example: A category of links related to our organization, Allied organizations, different topic blogs, etc.

I can create a category and load a link into that category, but I can’t make that category show up live! It’s as if there’s a step that WordPress isn’t showing, as if there’s an install button that’s missing. What am I doing or not doing or missing entirely? OUr blog URL is https://www.familyfoundationblog.com/.
